Wet and dry utilities that go in before the streets

Turner Excavation is an underground utilities contractor for builders and developers around Dallas, Oregon. We install the wet utilities: water mains and services, sanitary sewer and storm sewer. We also lay the dry utilities, the conduit and vaults that carry power and communications. Underground utility installation is one part of our work as an excavation contractor in Dallas, OR.

On a subdivision development, the utilities go in before the streets and the lots. In Dallas, we laid the sewer and water lines for future lots, along with their storm pipe. Commercial property owners and water cooperatives hire us for the same work. We work from our yard in Dallas, with Polk and Marion Counties at the core of our range.

What We Handle

  • Water mains and water services out to the meter
  • Fire hydrants set to the approved plans
  • Sanitary sewer mains and laterals laid to grade
  • Storm sewer pipe for new streets and lots
  • Power and communications conduit runs
  • Vaults and pull boxes set to the utility's specs
  • Bedding under the pipe and compacted backfill over it
  • Work staged around each inspection the jurisdiction sets

Water Line and Sewer Line Installation in the Mid-Willamette Valley

Water line installation runs from the main to each meter, and Oregon's drinking water rules shape the work. They call for at least 30 inches of cover over distribution pipe. The pipe sits fully supported in bedding kept clear of rocks. Select backfill gets tamped in layers around and over it.

The same rules call for a copper tracer wire with blue insulation on plastic water pipe. That wire lets a locator find the line later. Hydrants and tees get restraint, so the fittings stay put when the line is under pressure. Fire hydrants go where the approved plans place them.

Most sanitary sewer runs on gravity, so we lay mains and laterals to the grade on the engineer's plan. At a crossing, the rules want the water line's bottom 1.5 feet or more above the sewer, where possible. Storm sewer goes in on the same schedule. Catch basins and outfalls are part of our storm drainage work.

Dry Utility Installation for Power and Communications

Dry utilities carry power and communications through conduit. We lay the conduit runs and set the vaults and pull boxes to the serving utility's plan. The utility or a licensed electrician pulls the wire and makes the energized connections.

Each utility sets its own specs for conduit depth and vault spots. We build to those specs and the approved plans, then backfill and compact over the run. Under a road or a creek, directional drilling can carry a line without an open cut.

What Does a Utility Contractor Do From Trench to Inspection?

Every dig starts with an Oregon 811 locate request, made at least two full business days ahead. Then the trench opens to the depth on the plan, and the pipe goes in on its bedding.

Backfill goes back in lifts, and each lift is compacted before the next one. Under a future street, that compacted trench supports the base rock and the paving above it. Long service runs across farm and nursery ground fall under our utility trenching work.

The jurisdiction's inspectors check each stage at the points their standards set. We plan the trench schedule around those visits and the utility's own checks.

FAQ

Underground Utilities Questions, Answered

Common questions about underground utilities around Dallas and the rest of the Willamette Valley. If yours is not here, call or text and ask.

Do you install wet and dry utilities on the same project?
Yes. The wet side covers water mains and services along with sanitary sewer and storm sewer. The dry side covers power and communications conduit with its vaults and pull boxes. Both run on one schedule ahead of the streets.
How is a new water main tested before it goes into service?
Oregon's drinking water rules call for a new main to be flushed and then disinfected with chlorine. Then at least two water samples from the new pipe are tested for coliform bacteria. The pipe can go into service once both samples come back clean. We stage our work around that sequence with the water provider.
Which rules cover a new water service line?
Oregon's drinking water rules cover the main and the service line out to the meter or the property line. Past that point, the state plumbing code governs the line to the building. Plumbing inside the building belongs to a licensed plumber.
Can underground utility work go on during the wet season?
The Willamette Valley's wet season runs October to May, and much utility work can continue through it. A winter high water table can put groundwater in a deep trench, so pumping keeps it workable. Where the engineer approves, imported rock can stand in for native clay too wet to compact. We plan the deepest runs for the dry season when the schedule allows.
What does underground utility installation cost?
The plans and the ground set the price. Depth and pipe size move the number, and so does the length of each run. Groundwater and rock add work, as does any pavement that has to be cut and restored. We go over the plans and the site, then put a free estimate in writing.
What kinds of utility projects do you take on?
Our utility projects run weeks or months: subdivisions, commercial sites, parks and water and sewer cooperatives. In Springfield, we built a new water distribution system and a sanitary line for a cooperative. In Newport, we put in new water service and fire hydrants at a park and renovated its sewer.
