Site Development for Subdivisions in Dallas, OR

Subdivision Development · Dallas, OR

From an open field to lots ready for builders

Site development is the work that turns raw land into lots a builder can use. Turner Excavation, an excavation contractor in Dallas, OR, does subdivision development for builders and developers. A typical job starts as an open field. We cut and fill it to grade, then put in the utilities and the streets.

Each finished lot is graded to drain, with its utility services stubbed in. The builders then do their dig outs and start the houses. The work follows the engineered plans from the first cut to the final lot grade. Much of the job is underground utility installation for water, sewer, storm and the dry utilities.

What We Handle

  • Clearing and grubbing the parcel, with topsoil stripped and stockpiled
  • Mass grading and cut and fill to the engineer's grading plan
  • Water mains, sanitary sewer, storm sewer and a service to every lot
  • Power and communications conduit and vaults for the dry utilities
  • Street subgrade and base rock, with curbs and asphalt by subcontractors we manage
  • Compaction under streets and lots, with a water truck for moisture and dust control
  • Erosion and sediment controls in place before the ground opens
  • Finish grading of every lot, ready for the builder's dig out

What does lot development include?

Erosion and sediment controls go in before the ground is opened. Then we clear and grub the parcel and strip the topsoil into stockpiles. Mass grading comes next. Our dozer and excavators cut the high ground and fill the low ground to the engineer's grades.

Every underground utility goes in after the mass grading. Sanitary sewer and storm lines are laid at the depths and slopes on the plans. Water mains and fire hydrants go in as well, along with conduit and vaults for power and communications. The service lines reach each lot before the street goes on top.

Then comes street construction over the utilities. We cut the subgrade and place the base rock. Our paving and concrete subcontractors pour the curbs and lay the asphalt, under our management. Lot grading comes last, so each lot sheds water and is ready for a dig out.

Site development on Willamette Valley clay

The NRCS soil survey lists the Dayton series as an extensive soil across the Willamette Valley. It is poorly drained, with a silty clay subsoil that water moves through very slowly. The perched water table peaks from November to April, and the ground can pond from December to April. On ground like that, the dry summer months are the season for mass grading.

Clearing and grading an acre or more calls for coverage under Oregon DEQ's 1200-C construction stormwater permit. The permit asks for that work to be sequenced, so less bare soil sits open for less time. On bare ground that will sit idle 14 days or more, stabilization has to start right away.

The permit holder keeps an erosion and sediment control plan on site. We build the perimeter controls and inlet protection that plan shows, then keep them working. On a big parcel, we phase the grading and earthwork so less ground sits bare at once.

A land development contractor that builds to your approved plans

On a subdivision, your engineer designs the site and your surveyor stakes it out. Under Oregon law, the city or county approves the subdivision before its plat can be recorded. Our part is building it to the approved plans. We work with the city or county inspectors as the public improvements go in.

In Dallas, we have installed water lines and sanitary and storm sewers for future lots. We run the grading and every utility ourselves, so the work stays in sequence. The job runs on our excavators, dozer, water truck and dump trucks.

To start, call or text (503) 507-2919 about the parcel. We look at the ground and the engineered plans, then put the quote in writing.

FAQ

Subdivision Development Questions, Answered

Common questions about subdivision development around Dallas and the rest of the Willamette Valley. If yours is not here, call or text and ask.

What does subdivision development cost?
The plans and the ground set the price. The big drivers are lot count, street length, utility depth and how much dirt has to move. Call or text (503) 507-2919 for a free estimate, and the quote comes in writing. For market ranges, read what subdivision site work costs in Oregon.
What counts as a subdivision in Oregon?
Under Oregon law, subdividing means creating four or more lots within a calendar year. Creating two or three parcels in a year is a partition. The city or county in charge of that land approves either one. Its planning office can answer questions about a specific parcel.
How long does site development take on a subdivision?
Acreage and lot count set most of the timeline. Once construction starts, a subdivision job runs for months, and the land-use approvals come before that. On valley clay, most mass grading happens in the dry months. We talk through timing when we look at the job.
Can a subdivision be built in phases?
Yes. Larger subdivisions often go in phase by phase, each with its own streets and utilities. Under Oregon DEQ's 1200-C permit, the erosion control plan shows every approved phase on a master plan sheet. We sequence each phase so builders can start on finished lots while the next one is prepared.
Who do you do lot development for?
We work for builders and developers. We also work for landowners with a larger parcel to divide. Polk and Marion Counties are the core of our service area. The work reaches from the south edge of the Portland metro down to Eugene.
