Underground Utilities
We install water mains, sanitary sewer, storm sewer and power and communications conduit for subdivisions and commercial sites. Each run goes from open trench to compacted backfill, ready for the inspector.

Much of Newberg sits on silt soils that hold water through the winter. The NRCS soil survey maps large parts of town as Aloha and Woodburn silt loams. In a normal year, Aloha soils carry a perched water table 1 to 2 feet down. A trench cut in January can take on water before the pipe goes in.
Turner Excavation works as an excavation contractor in Newberg and across Yamhill County. Newberg is part of our service area, about 40 miles by road from our yard in Dallas, OR. We handle subdivision and lot development for builders, with underground utility installation for the new streets and lots. Call or text (503) 507-2919 to talk through your project.

Newberg counted 25,138 people in the 2020 Census, and the Census Bureau estimated 26,896 by July 2025. More than a third of the town's homes went up in 2000 or later, the American Community Survey shows.
New subdivisions keep coming on the north and east sides of town. The city's planning division lists subdivisions off Mountainview Drive and Springbrook Road, and another on OR 99W near Rex Hill. A new subdivision starts as raw ground that needs its streets and utilities in before the builders can dig.
Newberg's Public Works Design and Construction Standards cover public streets, storm lines, sanitary sewer and water mains. The city keeps its storm drain pipes separate from the sanitary sewer. On a subdivision, we follow the engineer's plans and put every utility in before the street goes over it.
Much of Newberg's flat ground formed in lake silt left by the Missoula Floods. The NRCS rates Aloha silt loam somewhat poorly drained. Woodburn silt loam drains better, but its water table rises highest from December to March.
The ground gets wetter along the creeks. Wapato silty clay loam on the floodplains is poorly drained and can flood between December and April. Chehalem Creek and Hess Creek both cross Newberg, and the Willamette River runs along the south edge of town.
NOAA's weather station near Rex, just east of town, averages about 44 inches of rain a year. June through August brings only about 2.5 inches of it. We plan heavy grading and earthwork for the dry months. On wet lots, storm drainage and French drains carry the winter water away from the pads.
Newberg's engineering department handles permits for public improvements, erosion control, demolition and franchise utilities. Disturbing more than 500 square feet of soil in the city calls for its erosion and sedimentation control permit. At an acre or more, Oregon DEQ's 1200-C construction stormwater permit applies too.
Land use applications, new subdivisions among them, go to the city's Planning Division in Community Development. The Building Division handles plan review and inspections for construction. It also does that work for Dayton, Dundee and Lafayette under contract. Outside the city limits, Yamhill County Planning and Development in McMinnville handles land use and building permits.
In a subdivision, a lot under an acre can still need 1200-C coverage as part of the larger plan. For permit questions on a specific lot, the city's engineering office has the answers, and we point you there.
OR 99W runs east and west through Newberg, and commercial lots sit along the highway. Our commercial site work covers clearing, the building pad, utilities and the parking lot base.
Past the city limits, the Chehalem Valley holds farm ground and rural home sites on acreage. On the hills at the north and east edges of town, the NRCS maps well-drained Saum and Laurelwood silt loams. For farms and nurseries, we grade fields and growing areas and build equipment yards. On acreage, we prepare a full home site, with the clearing, the building pad, the utilities and the long drive.

We turn raw land into finished, buildable lots for builders and developers. Every underground utility goes in before the streets, and each lot is left graded for its builder.

We clear and grade commercial sites, build the pad and run the utilities to the building. We bring the parking lot to base rock, and our paving and concrete subcontractors finish it.
Learn More
Excavator land clearing for building sites and development parcels, with the stumps and roots pulled out. We strip and stockpile the topsoil, then rough grade the ground for the next stage.
Learn More
Mass grading and cut and fill for subdivisions, commercial sites, farms and nurseries. We move the soil to the grades on the plan and compact the fill in layers.

Trenching for water lines, power conduit and drain lines across acreage and commercial sites. Every run starts with an Oregon 811 locate request and ends in compacted backfill.
Learn More
French drains, curtain drains, catch basins and culverts for building sites, subdivisions, farms and nurseries. We build each system on a steady fall to an outlet, to the engineer's plan where there is one.
Learn More
We build subdivision streets and private roads from the subgrade up, with the utilities under them laid first. Our concrete and paving subcontractors pour the curbs and lay the asphalt, under our management.
Learn More
Long gravel driveways, farm and nursery access roads, equipment yards and construction entrances for builders and landowners. We grade the road and set the culverts, then build up the base rock to carry trucks.
Learn More
We handle foundation excavation and build compacted building pads for homes on acreage, shops, barns and commercial buildings. Footings are cut to the engineer's plan, and every pad is graded to drain.

Directional drilling carries water services and power and communications conduit under roads, paved drives, parking lots and creeks. The pipe pulls back through the bore, and the surface above it stays in place.

We take down old structures and break out the concrete and asphalt under them. Our dump trucks haul the debris off, and we grade the site for the next build.
